- Condition: New Orbic RC400L, factory sealed until order preparation. The box is opened to install the battery, load firmware and test the device before shipping.
- Included: Hotspot, new battery, backplate, USB-C cable and charging brick. Inactive Verizon SIM included only when available.
- Before use: A SIM is required for detection; an active plan is not required. SIM availability and battery life are not guaranteed.

Detection scope
RayHunter analyzes cellular signaling for suspicious behavior associated with possible cell-site simulators. Alerts require investigation: false positives are possible, and no alert does not establish that an area is free of surveillance. Detection does not prevent tracking or protect nearby phones.
Firmware and use
This hotspot is supplied with RayHunter installed and tested. Review the firmware option selected before ordering. RayHunter is an open-source project from the Electronic Frontier Foundation (EFF); STS Collective supplies the configured hardware and is not affiliated with EFF.
Setup and compatibility
Install a compatible SIM and charge the device before use. A paid service plan is not required for RayHunter detection; using the device as an internet hotspot requires compatible cellular service. Check the included-items list above and supply any accessories marked as excluded or available only when in stock.
Use the local RayHunter web dashboard to review logs and settings. Cellular compatibility depends on the hardware and supported network bands; ask us before ordering if you are unsure about your location.

Confirm the board revision, firmware target, power requirements, and current release before flashing. Reflashing replaces the installed firmware and may erase settings.

No. RayHunter needs a SIM card in the hotspot to watch cellular signaling, but the SIM does not need an active plan. Any carrier’s SIM works, and an inactive Verizon SIM is included when available. You only need an active plan if you also want to use the device as a working hotspot.
No, and that is intentional. The RC400L stays factory sealed until your order is prepared, then the box is opened once to install the battery, load the latest stable RayHunter and test that everything works. It arrives new and unused, but already set up and verified.
A red indicator means RayHunter has seen cellular signaling that matches patterns linked to cell-site simulators, such as a forced 2G downgrade or an unusual identity request. Treat it as a reason to look closer, not as proof: Check the logs in the RayHunter dashboard and note the time and place. A green indicator does not prove an area is free of surveillance either.
Both run the same EFF RayHunter software and detect the same things. This listing is new hardware with a new battery, sealed until your order is prepared. The refurbished units are professionally reconditioned hotspots with RayHunter pre-installed. Note that this listing may ship as an RC400L or an RC400LX depending on inventory.
No. RayHunter analyses the signaling traffic its own hotspot exchanges with the network and raises an alert when something looks wrong. It does not jam, block or interfere with towers or other people’s devices. It is sold for research, education and personal privacy protection, and you are responsible for using it within the laws that apply to you.
